This article examines the COVID-19 crisis as an opportunity to develop policies aimed at making the city a more welcoming, healthy, and inclusive place. It analyzes the background, initiation, development, and outcomes of the Let’s Protect Schools program implemented by the Barcelona City Council between 2020 and 2023, using the multiple streams framework and the policy cycle approach. The program aims to calm traffic and improve urban environments around Barcelona’s schools, initially through tactical interventions. The study employs a case study methodology based on qualitative techniques, combining documentary sources with 10 semi-structured interviews with key stakeholders involved in the program.

The analysis highlights several aspects of this public policy: the existence of multiple triggering factors beyond COVID-19; internal tensions between the urban planning and education departments within the City Council during the participatory development of the program; the emergence of parent associations from schools as new actors in public space governance; the advantages and disadvantages of tactical urbanism; the alignment with other public space pacification policies of the municipal government; and the program’s progress and limitations. These elements help to explain the program’s continuity beyond the emergency context.
