There is no doubt that the governance of local security and crime prevention policies in Spain has a wide margin for improvement in terms of rationalization and political opportunities. It is still uncommon to obtain good diagnostics, as well as to use planning and evaluation tools. Often, the measures adopted are characterized by an increase in police personnel, a hardening of penalties, and an increase in administrative sanctions, to the detriment of organizational improvements and a better articulation and provision of a prevention framework from a social perspective. In this chapter of the UNED manual “Prevention and Treatment of Crime,” local security and crime prevention policies in Spain are introduced, highlighting the key aspects of security and prevention at the local level and presenting the regulatory framework. It also details the importance of local entities in providing security policies and outlines the local security problems and the challenges related to planning and evaluating local security and prevention policies.

In short, the chapter demonstrates how the use of tools like Local Security Plans or the evaluation of policies and programs can contribute to the improvement and innovation of local security and prevention policies, as these strategies facilitate the integration of collective knowledge into the deployment of these policies. They also promote the effective and rational articulation of preventive strategies, leaving behind repetitive rhetoric that is improper for 21st-century public policy, which contributes little or nothing and barely serves to modernize public security policies.
