Abstract:
Digital platforms are gradually becoming the new public managers of mobility services. A significant fraction of the services that can be booked through these platforms, and increasingly so, are shared mobility services, defined as “services consisting of making vehicles available to users for rental without a driver for normally short periods.”
This article aims to offer an overview of the main models of regulation of free-floating shared micromobility services that have existed (and exist) in Spanish cities (and some European cities) in the last decade, and to describe their main characteristics, as well as the risks that they have entailed for the development of the service. As there is currently no state law that establishes a regulatory framework, and that allows local entities to regulate shared micromobility services with legal certainty, this article aims to discuss the benefits and problems of each model and to make a contribution that allows policymakers in urban areas to guide their future regulations better.
