Advancing in the digital transformation of the administration: Factors, dimensions and indicators

This report analyzes the theoretical and practical elements that characterize the government and the digitization policies of the administration, in particular in relation to the Digital Administration Observatory of the Generalitat de Catalunya.

To do so, review the digitization agenda (European, Spanish, Catalan); compares the systems of international indicators relating to the digitization of the administration (from the United Nations, or the European Union – fundamentally); studies the state, regional and Catalan public digitization observatories; and analyzes the Observatory’s current indicator system in relation to its comparability, coherence, adequacy, reliability and validity.

The general objective of the project is to draw up recommendations for the improvement of the Observatory within the framework of the Digitization Strategy of the Generalitat de Catalunya.
