Inclusive growth. Identification of Local Labor Systems 2021. Methodological review and incorporation of innovative capacity

This study uses data from the 2021 Census to identify and analyze Local Labor Systems (SLT) in Spain, defined using the Sforzi-Istat methodology. SLTs are geographical units that allow for measuring and analyzing the evolution of the labor market with a level of territorial detail that matches the real structure of the territory, functionally determined by the interactions between citizens. This study updates a previous work by incorporating a new phase in the original algorithm to identify sub-SLTs within those SLTs exceeding one million inhabitants, enabling a more detailed analysis adapted to the characteristics of these areas.
The analysis of the SLTs obtained from the 2021 Census data highlights the diversity of the 330 SLTs identified in Spain, with notable variations in terms of population, territory, and density. The largest SLTs, such as Madrid (6.9 million people) and Barcelona (5.2 million people), lead in population. In Catalonia, the 24 identified SLTs represent 16.4% of the Spanish population, with Barcelona as the epicenter of two-thirds of the population and more than 70% of the region’s employment. Since 2011, the largest SLTs have experienced significant increases in both population and employment. In Catalonia, employment has grown by 400,000 people, a 13.2% increase, above the national average, which stands at 11.5%.
Between 2019 and 2021, Spain recorded 15,404 patent applications, with a significant concentration in the top 20 SLTs, which account for 74.8% of the total. Madrid and Barcelona top the ranking, although they have experienced a notable decline compared to the previous decade. Innovative activity is also particularly intense in regions like Pamplona, Almería, and Valencia, where the proportion of patents per population and employment far exceeds the national average, although a decreasing trend is still observed.
