The Social Intervention in Irregular Settlements and Other Forms of Substandard Housing in Barcelona

This report presents an analysis of the social intervention carried out by the municipal services created to assist people living in irregular settlements, and which in recent years have also supported individuals and families in other situations of inadequate housing.

Based on interviews and discussion groups with professionals, systematic observation of the teams’ interventions, and analysis of annual reports, the adaptation of the services to the changes that have occurred in recent years is examined, as well as the impact of the progressive expansion of their scope: from settlements of shacks or caravans on vacant lots to interventions in industrial warehouses and occupied premises.

The research highlights the tensions generated by the transformations and the growth of services that were originally designed to address very specific situations of severe residential exclusion, and some of the challenges that Barcelona’s social services will have to face in continuing to address the increase and diversification of housing exclusion.
