The objectives of this study are:

  • develop a conceptual framework that intersects public innovation and policy change that is useful for understanding innovation in local economic development policies
  • describe the evolution of local development policies in Spain
  • analyze public innovation in local economic development policies, identifying explanatory factors, trends and good practices
  • identify challenges and opportunities of local development policies in Spain
